The United States Coast Guard Surface Forces Logistics Center has issued a combined synopsis/solicitation for the procurement of nine rotary lube oil transfer pumps (NSN: 4320-01-456-1200) manufactured by Roper Pump Company, model number 01SS1PTYDJHLW. These pumps are positive displacement, stainless steel units with mechanical seals, specifically designed for removing lube oil from main diesel engines. The solicitation mandates strict adherence to packaging, packing, marking, and barcoding standards per military specifications, including MIL-STD-2073-1E for cushioning and ASTM-D5118 for fiberboard boxing, with non-compliance resulting in rejection of the items. The pumps and housings alone are required, with substitute parts not accepted, reinforcing a sole source procurement anticipated due to the unique manufacturer and authorized distributor status. Eligible vendors must be registered in SAM, have a valid DUNS number, and submit required disclosures and certifications, including confirmation regarding inverted domestic corporation status and other FAR-mandated representations. Submissions must include OEM authorization for distributors if not direct from Roper Pump Company. The solicitation includes applicable FAR clauses related to commercial items procurement, labor standards, equal opportunity, prohibition on corporate expatriates, Buy American Act provisions, and anti-trafficking requirements.
