Durham Public Schools is seeking bids from private transportation providers to deliver safe and efficient pupil transportation services for a period of ten months or the school fiscal year, covering students from Pre-Kindergarten through 12th grade within Durham County and surrounding areas. The contract aims to reduce overcrowding and late arrivals by ensuring reliable service, with drivers available primarily between 5:30am and 6:30pm, and occasionally in the evening until 9:00pm. Contractors must operate a fleet of vehicles that meet federal safety standards and North Carolina Department of Public Instruction (NCDPI) regulations, including restrictions on vehicle age and type, explicitly prohibiting subcompact vehicles and 15-passenger vans. All drivers must possess appropriate North Carolina licenses—either a valid Class C license for van drivers or a Commercial Driver’s License with Passenger and School Bus endorsements for bus drivers—and meet minimum qualifications such as background checks, health examinations, drug testing, and at least six months of driving experience. Safety equipment on each vehicle must include first aid kits, fire extinguishers, fire blankets, body fluid clean-up kits, DOT-approved reflective triangles, and other necessary safety items. The fleet’s average vehicle age should not exceed ten years, with older vehicles replaced at the contractor’s expense before reaching sixteen years. The contract, with a value between five and fifteen million dollars, was posted on February 26, 2025, with a response deadline of March 18, 2025, and is managed by Durham Public Schools under North Carolina’s State and Local Government procurement guidelines.
