Purchase MANDRIL Software License

DESC: Notice of Contract Action. The AFTC Contracting Directorate (AFTC/PZIOA), Edwards AFB intends to issue a Sole Source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, to Interoperable Systems Group, 1263 Tourmaline St., San Diego, CA 92109-1857. The applicable NAICS Code is 511210. The following is a brief description of the acquisition requirements. The government requires a MANDRIL Software License, Link 16 with STANG and ICD Updates, 1 ea; and a MANDRIL MIDS-JTRS Upgrade, 1 ea. This acquisition is necessary in order to report critical performance measures for flight test analysis. The MANDRIL Software is a toolset developed to interpret and analyze message data flows within Tactical Data Links. MANDRIL Software is integral to enabling to Interoperability Network Analysis capability, System Testing, and Performance Assessment. The MANDRIL software will be used to decode raw test data and put the data into a readable format for hundreds of hours of recorded flight test tactical data link information and will be used to support the KC-46A flight test program. Interoperable Systems Group is the only known source for the MANDRIL Software sought for this acquisition. There are no solicitation documents; however, contractors that feel they can meet this requirement should submit a complete technical package, providing clear and convincing evidence that they can meet the requirement. In addition, the response should include verification of the Offeror's Representations and Certifications--Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any responses received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. Responses must be received no later than January 24, 2013, 4:00 PM PST. Responses shall be submitted electronically at john.wagner@edwards.af.mil , unless otherwise agreed upon submission terms. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the response date stated above. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
