Purchase of an Electron Beam Lithography (EBL) System

Louisiana Tech University is soliciting sealed bids for the procurement of a new, state-of-the-art Electron Beam Lithography (EBL) system for the Institute of Micromanufacturing. The required system must feature a resolution limit of 100nm or better, an oil-free vacuum system, integrated SEM imaging, and the ability to write patterns over areas of 3mm by 3mm or larger. The awarded vendor is responsible for the entire lifecycle of the acquisition, including manufacture, assembly, importation, final installation at the Ruston, Louisiana facility, and the provision of end-user training and technical manuals. The package must also include a computer workstation with the latest acquisition software and a Windows-based site license for pattern design. Bids are due by October 9, 2026, at 2:00 PM and will be evaluated based on the lowest overall per unit pricing that meets all technical specifications. All products must be new and current models, and shipping crates must be equipped with shock and tilt registration devices to ensure equipment integrity upon delivery. The contract is FOB destination, with pricing required to include all transportation, insurance, and installation costs. Bidders must provide certification of authorized representation and comply with various state regulations, including those regarding the boycott of Israel and firearm industry discrimination for contracts exceeding 100,000 dollars. Bids over 50,000 dollars require a bid bond equal to 5 percent of the official bid amount.
