FY26 Lab Consolidation for Coagulation CPRR EffortThis procurement is a combined synopsis and solicitation issued as a Request for Quotation under FAR Part 12 for a Cost-Per-Reportable Result (CPRR) contract to supply coagulation analyzers, reagents, consumables, and associated services to support military treatment facilities across the Department of Defense. The requirement is for a firm-fixed-price contract with a 12-month base period and four optional 12-month extension periods, totaling up to 66 months if all options are exercised, with an anticipated start date of October 1, 2026. The contract requires the delivery of new, FDA-approved, automated coagulation analyzers capable of bidirectional interfacing with military electronic health records and laboratory systems, featuring random access and continuous testing capability, along with surge capacity to handle up to a 50% increase in volume across all sites. Each site has a unique contract line item number with monthly billing based on a budgeted maximum, and a separate pricing list for reagents and controls is required. The solicitation mandates strict compliance with cybersecurity protocols under the DoD Risk Management Framework, requiring Nessus and SCAP scans, configuration validation against DHA-approved standards, and remediation of any deviations prior to final acceptance.
