AI Contract Overview
The National Institutes of Health, through its Office of Logistics and Operations and Office of Acquisition and Logistics Management, intends to award a non-competitive contract to Franklin Young International Inc. for the purchase of a BioComp Gradient Maker and Fractionator under the simplified acquisition procedures of FAR Part 13, with a value not exceeding $350,000. The procurement is classified under NAICS code 334516 and is justified by the urgent need to support advanced research in genitourinary tumor biology, particularly in the isolation of high-quality subcellular samples via sucrose gradient ultracentrifugation, a technique currently hindered by the lack of reliable equipment. The instrument will be used primarily by the investigating branch and made available to the neighboring Pediatric Oncology Branch to enhance collaborative research capabilities. This presolicitation notice serves as a non-competitive intent announcement, not a competitive solicitation, and is authorized under FAR Subpart 13.106-1(b)(1), exempting it from full and open competition requirements. Interested parties are invited to submit technical and cost proposals, along with certifications including UEI, TIN, and business size, and must maintain an active SAM registration. All submissions must be received by August 10, 2026, at 9:00 AM Eastern Time, delivered electronically to the designated contracting officer. The government reserves the sole discretion to proceed non-competitively or to open the acquisition to competition based on the responses received, and all submissions must reference solicitation number 75N98026Q00908. The contract will be governed by provisions in effect through FAC 2026-01, and performance will occur at the NIH facility in Bethesda, Maryland.

GENERAL INFORMATION
- Title: Purchase of BioComp Gradient Maker and Fractionator
- Background Information: A key focus of the UOB has been to translate our understanding of the biology of human genitourinary tumors into clinically viable therapeutic strategies. In recent years, numerous projects in our branch have focused on metabolic changes that occur during prostate cancer progression or result from genetic mutations in kidney cancer. Our efforts have been limited in recent years by our inability to isolate highquality subcellular samples which rely on sucrose gradient ultracentrifuge techniques. Purchase of the BioComp gradient maker and fractionator allow for the reproducible generation of continuous sucrose gradients and fractionation of relevant samples. This purchase is compatible with existing equipment of our neighboring branch (Pediatric Oncology Branch) and will be available for their use as well.
