This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12.  This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.


Solicitation number FA520926Q0071 is issued as a Request for Quotation (RFQ) for purchase of Combined Heat Plant (CHP) Materials for Yokota Air Base, Japan.


This acquisition is not set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


The Government contemplates award of a single pre-priced Blanket Purchase Agreement (BPA) resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be the best value to the Government, in accordance with 52.212-2.  However, the Government retains the right to award one or more BPAs based on quantity and quality of offers received, and may award BPA(s) to other than the lowest price.


Description:  The Contractor shall provide all necessary personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary to supply ammonia water and standard gases for the combined heat plant (CHP) at Yokota Air Base, Japan, as set forth in the Statement of Work (SOW) and the Price List in accordance with (IAW) the terms and conditions of the Blanket Purchase Agreement (BPA) and applicable Government of Japan (GOJ) laws, regulations, and business practices.


Site Visit:  A site visit will be conducted at Bldg. 541, CHP (behind Bldg. 570), Yokota Air Base, at 02:00 PM on Thursday, 10 Sep 2026, Japan Standard Time (JST).  Please refer to the “Notice of Offerors” in the solicitation package for details.
