Purchase of Fourteen (14) Temporary Production Facilities

The Norfolk Naval Shipyard is seeking capability information for the provision of fourteen 8-foot by 40-foot, stackable, non-combustible, shipping container-style office temporary production facilities to support non-nuclear and nuclear testing during CNO availabilities. These units must be configured without roll-up doors and include doors on both ends of the 8-foot sides, with all labor, materials, equipment, tools, transportation, and supervision provided by the contractor, including their own crane and rigging support. The requirement is tied to specific safety mandates under Federal and State OSHA regulations, the NNSY OSHE Program Manual NAVSHIPDNORINST P5090.2, and the OSHE Control Manual, with additional compliance required for hazardous energy control per 29 CFR 1915.89 and NAVSEA's OSHECM Chapter 250, specifically Appendices 250.8-1 through B-3. A detailed lift plan must be submitted to NNSY Code 714 Engineers at least 30 days prior to any installation lifts, and contractors are prohibited from utilizing shipyard crane or rigging assets. Drawings and the Temporary Production Facility Specification Document outline construction, electrical, fire, and life safety requirements, while inspection and acceptance procedures require government verification of compliance with specifications, with a ten-business-day window for contractor corrections before rejection.
