Full Description

DISA/DITCO is purchasing a life cycle replacement of S-Ring SONET nodes. This procurement includes the design, procurement, installation and integraion of 8 SONET nodes. This is a "Brand Name or Equal" procurement. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be not be issued. The solicitation/reference number is MZ05010. This is a Request for Quote under FAR Part 13.5. Attached is the Performance Work Statement (PWS), the hardware/software list and installation/support services required. In addition, the DD 254 is also attached. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The provisions of 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. FAR 52.212-2, Evaluation - Commercial Items also applies. Evaluation will be made to the lowest priced, technically acceptable offeror. Offerors must submit a completed copy of the provisions at 52.212-3, Offeror Representations and Certification - Commercial Items, with its offer, unless the vendor has registered and completed the provisions under ORCA. FAR Clauses 52.212-4 and 52.212-5 apply to this acquisition. WAWF invoicing procedures will apply to the resultant award. All "or equal" type solutions that are offered must contain sufficient detail to allow for a valid technical evaluation.
