The National Research Council Canada, specifically the Herzberg Astronomy and Astrophysics (HAA) laboratory, is soliciting the purchase of two millimetre-wave frequency extender modules to expand the measurement capabilities of its existing Vector Network Analyzers (VNAs) from 116 GHz to a range of 110 GHz to 170 GHz. These modules must be fully compatible with either the Keysight PNA N5227B or the Rohde & Schwarz ZNA67 and are required to support two-port S-parameter measurements. Technical specifications mandate a guaranteed minimum dynamic range of 110 dB and a typical dynamic range of at least 120 dB over 80 percent of the operating frequency range using a 10 Hz IF bandwidth. The contract will be awarded to the compliant offer with the lowest evaluated price. Deliverables must be shipped DAP to Victoria, British Columbia, by January 8, 2027, and the contract period extends from the award date to one year following acceptance. The procurement process requires separate technical and financial submissions by November 25, 2026, with strict adherence to electronic submission guidelines. Additionally, the contractor must comply with green procurement policies, utilizing reusable or recyclable packaging, and adhere to Canadian federal regulations regarding the Immigration and Refugee Protection Act.

Full Description

NRC Herzberg Astronomy and Astrophysics (HAA) requires extended measurement capabilities in the millimetre-wave frequency range to support ongoing research in characterizing front-end components for low-noise receivers in radio astronomy. Existing Vector Network Analyzers (VNAs) at NRC HAA are currently limited to a maximum operational frequency of 116 GHz. To increase its measurement capability, NRC HAA intends to acquire frequency extender modules covering the 110–170 GHz band. These extenders must integrate with either of HAA's existing analysers (Keysight PNA N5227B and Rohde & Schwarz ZNA67), providing high dynamic range and stable two‑port measurements.

Masonry Conservation S-77 Sections A and B
Solicitation # 26-58147
The National Research Council Canada is soliciting bids for masonry conservation services at Building S-77, located at 100 Sussex Drive in Ottawa. The project focuses on restoring the building envelope and preventing further deterioration of the facade, which primarily consists of Wallace sandstone with a Scotstown granite pedestiment. The scope of work includes stone descaling, repointing of the parapet and floors 1 through 3, stone resetting, and conservation of the exterior face of original multi-lite steel casement windows, along with localized repairs to sealant and flashing. The estimated contract value ranges from 500,001 to 2,000,000 dollars. Chemical Beam Epitaxy (CBE) Growth System for III-V Semiconductors
Solicitation # 26-58143
The National Research Council of Canada has issued a Request for Proposal under solicitation number 26-58143 for the supply, delivery, installation, and commissioning of a modernized Chemical Beam Epitaxy (CBE) growth system. This system is intended to replace legacy epitaxial infrastructure and must provide an ultra-high vacuum environment optimized for high-precision growth of III-V compound semiconductors, including Phosphide, Arsenide, and Antimonide-based materials. Key technical requirements include advanced transfer-system automation, high-resolution in-situ monitoring such as RHEED, and integrated safety interfaces for handling toxic gases. The project also includes the provision of a crane system and five years of software and technical support, with a final delivery and commissioning deadline of January 7, 2028, at the NRC site in Ottawa, Ontario. Eligibility is restricted to Canadian suppliers and those from applicable trading partners under the Policy on Reciprocal Procurement. The contract will be awarded based on the highest combined rating of technical merit (45%) and price (30%), with Canadian value-added serving as the tie-breaker. For evaluation purposes, a 10% price reduction will be applied to compliant offers from Canadian suppliers. Proposals must be submitted electronically by November 9, 2026, at 14:00 EST, and must be divided into five distinct sections, ensuring that financial information is kept strictly separate from the technical offer to avoid disqualification. The procurement also mandates adherence to environmentally preferable packaging specifications and requires the successful vendor to meet specific security and insurance obligations.
