Purchase one Nested Neutron Spectrometer System

Solicitation number W31P4Q-15-P-0237 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This acquisition is sole sourced to Hopewell Designs, Inc., under the statutory authority permitting other than full and open competition, Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2). The Government intends to use the policies and procedures of FAR Part 12 in conjunction with those at FAR Part 13 for this effort. There is no set-aside for this acquisition. The associated NAICS code is 334517, and the small business size standard is 500 employees. The Government reserves the right to award without discussion. CLIN 0001AA will be issued for a quantity of one (1) each Nested Neutron Spectrometer System, Model NNS, with accessories and certification, and manufactured by Detec Technology Company and sold by Hopewell Designs, Inc. of Alpharetta, GA. This Spectrometer System shall meet minimum specifications (Attachment 001). CLIN 0001AB will be issued for shipping of the unit. The place of inspection and acceptance is at Redstone Arsenal, Alabama 34898-5400. FOB point is destination. Shipping address is as follows: U.S. Army TMDE Support Center, Building 5435, Fowler Road, Redstone Arsenal, Alabama 35898-5400. Required delivery date is twelve (12) weeks after receipt of order (ARO) by the contractor. Earlier shipment is authorized if at no additional cost to the Government. Standard commercial packing and shipping is authorized. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, will be applicable and this action will be awarded on the basis of lowest price technically acceptable offer to the Government. Offerors shall include a completed copy of the provision at Federal Acquisition Regulation (FAR) 52.212-3, Offeror Representations and Certifications - Commercial Items, with the offer.
