SYNOPSIS This acquisition is being conducted under FAR 6.303-1, Justification for Other Than Full and Open Competition, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The United States Department of Homeland Security (DHS), the U.S. Coast Guard (USCG) Command, Control, Communications, Computer and Information Technology Service Center (C4IT SC), Command, Control and Communication Engineering Center (C3CEN), contemplates a sole source contract to Exelis Inc (formerly EDO CCS) to procure Original Equipment Manufacturer (OEM) replacement parts for the National Security Cutters (NSCs) Radio Frequency Distribution System (RFDS). The Exelis RFDS originated in the Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C4ISR) design and build for the NSCs, in service since 2008, and installed in the Coast Guard's NSCs training modules. The Exelis proprietary RFDS design is configured to integrate with L-3 Communications-East Corporation's proprietary communication equipment. The USCG requires OEM RFDS spares as part of the C4ISR sparing and sustainment strategy. It is USCG's intent to purchase 1 Lot consisting of the following: MODEL # DESCRIPTION QUANTITY 792214-02 TSB PWA 2 792218-02 RSB PWA 2 792088-04 TSM PWA 2 792048-01 DIC #1 PWA 2 793428-01 DIC #2 PWA 1 791975-01 Backplane, RISD 1 792083-01 Tx/RF Distribution, PWA 2 792096-03 DC Harness Cab#3 W343 2 792096-04 DC Harness Cab#3 W344 2 791951-02 DC Harness Cab#1 W140 2 791951-03 DC Harness Cab#1 W141 2 TOTAL 20 The listed RFDS parts are proprietary and must be procured directly from Exelis. Due to the proprietary nature and expertise required to manufacture the RFDS equipment, other contractors lack the requisite knowledge to accurately manufacture the parts. Therefore, a sole source contract with Exelis Inc is necessary as they are the original designer and manufacturer; having proprietary knowledge and ownership of the specific design and build specifications. At this time there are no other sources that can fully provide the required products necessary to meet the USCG's requirements. For subcontracting opportunities with Exelis Inc, please contact: Ms. Patti Brewington at patti.brewington@exelisinc.com or Mr. Richard Burke at richard.burke@exelisinc.com, telephone: 805-373-3200
