Pure Water Antelope Valley

The Pure Water Antelope Valley project is a regional water augmentation program managed by the Palmdale Water District in California. The initiative focuses on indirect potable reuse through the construction of an Advanced Water Purification Facility (AWPF) that utilizes microfiltration, reverse osmosis, and ultraviolet/advanced oxidation processes to purify tertiary treated wastewater. This purified water will be injected into the Antelope Valley groundwater basin to supplement existing supplies, ensuring all product water meets state and federal drinking water standards. The project is designed in two stages, with Phase 1 treating 4.75 million gallons per day and Phase 2 expanding capacity to 10 million gallons per day. The project scope includes the construction of a production well, tertiary water pump station, pipeline, brine conveyance, and brine ponds. Construction is estimated to take approximately 839 days, with specific activities such as land clearing and grading scheduled between November 2027 and March 2030. Environmental compliance is a primary focus, with the project undergoing a California Environmental Quality Act review and the adoption of a Mitigated Negative Declaration. Key requirements include ADA compliance for parking, adherence to local lighting ordinances, and strict protocols for the protection of biological resources and archaeological sites. Coordination involves multiple agencies, including Caltrans for oversized equipment transport and the California Department of Fish and Wildlife for biological monitoring and mitigation.
