NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is FA441818Q0090. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intends to award a sole source contract for the purchase, installation and implementation of PURVIS FSAS radio interface equipment for the two Joint Base Charleston's communication centers and a PURVIS Fire Station Alerting System software configuration update at the Charleston County Consolidated 911 Center. The 628th Contracting Squadron intends to make an award to Purvis Systems, Inc., 88 Silva Ln Ste 2, Middletown, RI, 02842-7628. Market research was conducted and information gathered in determining this company to be the only source for this requirement. In accordance with (IAW) FAR Part 5.207(c)(15)(ii), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(1)(ii). This notice of intent to award is not a request for competitive proposals; however responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: In accordance with FAR 6.303-2: (1) Agency and Activity: 628th Contracting Squadron, Joint Base Charleston, SC (2) Nature of action being approved: Sole source acquisition. (3) The purpose of this acquisition is to purchase, install, and implement a PURVIS Fire Station Alerting System (FSAS) that interface with the Charleston County operated PURVIS FSAS to alert emergency response crews at Air Base and Weapons Station Fire Stations. The system consists of two (2) radio interface units, two (2) radio interface cables, installation hardware and installation/implementation services. (4) Justification Rationale: IAW FAR 6.302-1(a)(2) PURVIS Systems Inc. (PURVIS) is the sole manufacturer, installer and service provider for the equipment and services for PURVIS FSAS currently in use Charleston County Consolidated Dispatch Center. PURVIS does not have any other authorized service providers. This system relies on an existing PURVIS interface with Charleston County's TriTech CAD system. The PURVIS FSAS will automatically receive the incident date via an interface with the TriTech CAD system at the Charleston County Consolidated 911 Center. The proposed solution for JB CHS relies on an existing PURVIS interface with Charleston County's TriTech CAD system, which is currently live and operational in Charleston County. Additionally the solution relies on the following PURVIS FSAS hardware and software that is already deployed in Charleston County: - PURVIS FSAS Central Servers - PURVIS FSAS Central Server Software - PURVIS FSAS Application Programming Interface - PURVIS FSAS Text-To-Speech Software - PURVIS FSAS Database Software (5) Demonstration of Unique Qualifications: The PURVIS FSAS is the only automated alerting solution that can provide automated, radio-based alerts to JB CHS through the PURVIS FSAS hardware and software already deployed in Charleston County. No other solution can interface with that hardware or software in order to provide the automated voice announcements to JB CHS (6) Description of Solicitation Efforts: IAW FAR 5.102(a) (2), this notice will be posted on the Government-wide Point of Entry (FedBizOpps.gov), but retained in the contract file to document the rationale for a sole source award. (7) The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards made for the same service. (8) Description of market research: GSA Advantage yielded two current contracts held by PURVIS Systems, Inc.: GS-35F-0511W and GS-10F-0191X. Upon contact, GSA representatives confirmed that the requirement was not covered under GS-35F-0511W or GS-10F-0191X, as they provide for only IT service, but not supplies. Schedule 84 was also searched, but nothing was found that would cover IT services, installation, and the supplies needed to fulfill the FSAS requirement. There is an existing contract held by Charleston County that may be utilized indirectly by JB Charleston. Although it is not a contract for cooperative purchasing, the purchase would be tied to the contract in the sense that the purchase requires the use of the County's PURVIS FSAS equipment/interface. To date, the agencies participating in the County's Consolidated Dispatch effort who have purchased the system have typically done sole source via a PO, since the vendor is the only supplier of the PURVIS FSAS. (9) Other supporting facts: N/A (10) Interested Sources: N/A (11) Actions to prevent barriers that may lead to restricted consideration in the future: JB CHS will continue surveying the market for additional sources and service providers. (12) This justification is accurate and complete to the best of the contracting officer's knowledge and belief. Solicitation # FA441826R0009

The contract establishes a vehicle for new construction, alteration, repair, and demolition services, as well as design-build capabilities, across various locations including the Air Base, Weapons Station, and other associated sites.
