The contract involves the Ohio Department of Natural Resources, specifically the Cowan Lake State Park, seeking bids for the restoration of electrical services at Campsite 13-20. The project entails replacing approximately 150 feet of underground electrical wiring between Pedestal 20 and the main distribution panel, including the installation of a new conduit pathway via directional bore beneath the roadway. The contractor is responsible for all aspects of the work, including locating utilities in coordination with the Ohio Utilities Protection Service, performing excavation and bore pits, integrating new conduits with existing systems, making electrical connections, testing for compliance, and restoring the site with backfilling, seeding, and straw. The work must be completed at the specified campground location, with delivery terms being FOB destination, pre-paid, and at the contractor’s expense unless otherwise specified. The contract emphasizes the importance of site visits prior to bid submission, with the point of contact being Stephanie Oberlin. The procurement process is structured to award the contract to the lowest responsible and responsive bidder based on the total lot cost, which is calculated by multiplying unit prices by estimated quantities and summing these amounts. Bidders are encouraged to review the site beforehand and submit their responses by July 17, 2025. The contract includes mandatory compliance with Affirmation and Disclosure Forms, which require contractors to affirm understanding of restrictions related to offshore services, data location, and purchases from Russian entities, and to disclose the locations of their service and data operations. These forms are integral to the contractual process, ensuring adherence to state policies and transparency regarding service and data management. The overall project size is estimated between $50,000 and $150,000, with the primary goal of restoring electrical service reliability and safety at the campground site.
