The Wilmington VA Medical Center is pursuing a non-competitive acquisition to purchase 16 Stryker Stretcher Model SM304 ZOOM units from Alliant Healthcare Products, a Veteran Owned Small Business. These specialized motorized stretchers are required to eliminate the physical strain of pushing patient weight, reduce caregiver injuries through lift assist and hydraulic knee gatch features, and improve patient safety via integrated scales that prevent unnecessary patient movement. This award is justified under the authority of 41 U.S.C.253(c)(1) and FAR 6.302-1(a) because Stryker is the sole manufacturer of this specific model and has exclusively authorized Alliant Healthcare Products to sell the product. A market survey conducted in March 2010 confirmed that no other sources could satisfy the agency's requirements. The Contracting Officer has determined that the pricing is fair and reasonable based on direct quotes and facility verification.
