The Internal Revenue Service (IRS) intends to issue a sole source Purchase Order under the Test Program for Certain Commercial Items, FAR Subpart 13.5, for medical services for IRS Criminal Investigations Special Agents to Comprehensive Health Services, Inc. of Vienna, VA. This purchase order will be effective October 1, 2007 for a period of 8 months. This purchase order will be issued on a sole source basis on the authority of 41 U.S.C. 253(c)(1). This requirement is currently being serviced by Comprehensive Health Services through Interagency Agreement with FedSource. In June 2007, FedSource notified the IRS of its final determination that it would be unable to service this requirement beginning October 1, 2007. The IRS has begun acquisition planning for a competitive contract to be awarded in approximately May 2008. This service is mission critical to the IRS Criminal Investigations division, and cannot lapse until award of a competitive contract in May 2008. This 8 month bridge purchase order will allow the IRS to continue service until a contract can be awarded using full and open competition. Responsible sources who believe they can provide the required services may submit a written capability statement, via e-mail, no later than 15 days from the published date of this announcement. Telephone inquiries will be considered non-responsive. No solicitation will be issued, therefore, requests for solicitations will be considered non-responsive. If no responses are received the award will be made to Comprehensive Health Services, Inc.
