The Environmental Protection Agency (EPA) intends to award a sole source contract to Loma Linda University, specifically through Dr. Ryan Sinclair, to conduct a microbial analysis of dry weather urban runoff at the Santa Monica Urban Runoff Recycling Facility (SMURRF) in Cincinnati, Ohio. This study aims to characterize microbial properties of the runoff, providing data that could inform future regulations or standards for Alternate Water Sources, which currently lack established guidelines. Loma Linda University is uniquely qualified for this work due to their expertise in membrane filtration, cultural media procedures, IDEXX quantitray testing for coliform and enterococci bacteria, and their experience operating autosamplers. They also have established working relationships with relevant public health authorities in California and specific knowledge of personnel at both the Los Angeles County Department of Public Health and the RAND/Santa Monica SMURRF facility. Additionally, the university plans to utilize the study as a teaching opportunity for microbiology students. This procurement is conducted under FAR Part 13, with a NAICS code of 541380, and the EPA has indicated no other known vendors capable of performing these specialized services. However, the agency invited any capable vendors to submit proof of their qualifications by a specified deadline. The Contracting Officer has the authority, under FAR 13.106-1(iv)(b), to proceed without competition. The contract is managed by the EPA’s Headquarters Acquisition Division, with the place of performance and oversight based in Washington, DC. The project's goal is to fill a critical gap in regulatory knowledge concerning microbial contamination in alternative urban water sources.
