The contract involves the provision of a comprehensive, enterprise-wide Picture Archiving and Communications System (PACS) integrated with Radiology Information System (RIS) and Hospital Information System (HIS) capabilities for the Veterans Integrated Service Network 20 (VISN 20). This system will replace the current commercial PACS at some facilities and extend PACS functionality to sites currently using only VistARad. The solution includes supplying all necessary hardware, software, installation, training, and full ongoing maintenance support. VISN 20 encompasses nine major healthcare facilities across multiple locations in Oregon, Washington, Idaho, and Alaska, with a centralized data center in Vancouver, Washington. The goal is to enable seamless access and sharing of imaging exams across all VISN 20 sites, ensuring that patient imaging history from any location is readily available to authorized users throughout the network. The contract also emphasizes the need to maintain existing collaborations with academic institutions and military bases, such as the Portland VAMC’s affiliation with Oregon Health Sciences University, as well as secure direct data exchanges under existing memoranda of understanding. Additionally, the system should accommodate remote access for VA radiologists and clinicians through home teleradiology. The procurement is unrestricted and requires bidders to be registered in the Central Contractor Registration (CCR), with an estimated value of $13 million. The solicitation was set to be issued in June 2008, with contract oversight and questions directed to the Department of Veterans Affairs, VISN 20 office in Vancouver, WA.

Synopsis:Provide an enterprise-wide Picture Archiving and Communications System (PACS) with RIS/HIS for the Veterans Integrated Service Network 20 (VISN 20) that will both replace our current cPACS as well as provide PACS capability in facilities that are currently only operating with VistARad. The contractor will provide all hardware, software, installation, training and ongoing full maintenance support. VISN20 seeks to implement a VISN-wide PACS that is integrated with a single datacenter located in Vancouver, WA. VISN 20 is comprised of multiple physical sites, comprising nine (9) main organizational entities. The care facilities are located at the following locations: 1. Portland, Oregon (includes Portland, Oregon and Vancouver, Washington) 2. Roseburg, Oregon 3. White City, Oregon 4. Vancouver, WA (Data Center) 5. Puget Sound (includes Seattle and American Lake, Washington) 6. Spokane, Washington 7. Walla Walla, Washington 8. Boise, Idaho 9. Anchorage, Alaska Each sites' RIS (Radiology Information System) is VistA (Veterans Information Systems & Technology Architecture). Four of the facilities also have an existing cPACS installed at their location - provided by a commercial PACS provider. VISN 20 seeks to implement a VISN-wide PACS, such that any image obtained at ANY VISN 20 site is easily accessible from any other VISN 20 site and such that a list of prior imaging exams for any given patient includes imaging exams performed at all VISN 20 facilities. We have formal working relationships with a number of private academic institutions and military bases: for instance, the Portland Veterans Administration Medical Center (VAMC) is a medical affiliated facility with Oregon Health Sciences University (OHSU). There are PACS to PACS MOU's in place to securely and directly (i.e. not on CD but through direct fiber and network connections) transfer data between the applications/organizations. We need to be able to continue these relationships. In addition to these affiliations, we have a need to send images to private sector Radiologists working in groups as contractors with the VA. Finally, some VA radiologists and clinicians may need access to the PACS images in their homes (via home telerad). This procurement is unrestricted. All bidders must be registered in CCR at http://www.ccr.gov to be eligible for award. NAICS 423450 applies-size standard is 100 Employees. The estimated dollar value of this procurement is $13,000,000. In order to receive e-mail notification of amendments, you must register in FedBizOpps to Receive Notification of amendments.
