The Department of Veterans Affairs, Network Contracting Office 21, plans to award a limited sources procurement contract to Jackson and Coker, LLC for the provision of three licensed and VA-credentialed psychiatrists over a four-month period from June 1, 2017, to September 30, 2017. This service falls under NAICS Code 621112, which includes offices of physicians specializing in mental health, with a contract value of approximately $11 million. The procurement is justified under FAR 8.405-6 (a)(1)(I)(B), citing the unique or highly specialized nature of the services that only one source can provide at the required quality level. This announcement serves as a notice of intent rather than a solicitation for competitive proposals, but it does invite other firms to submit letters of interest if they believe they can provide equivalent services. Such responses must include a rationale and be submitted by May 25, 2017, to the designated contracting officer. All submissions will be evaluated to determine if a competitive procurement should proceed, but final decisions rest solely with the government. Costs incurred in responding will not be reimbursed. The contract work is to be performed in Mather, California, under the oversight of the Department of Veterans Affairs.
