The Department of Veterans Affairs Mid Atlantic Health Care (VISN 6) intends to negotiate a sole source contract for Reference Laboratory Consultant Services exclusively for the Richmond VAMC with Virginia Commonwealth University (VCU). This procurement is necessary to comply with CMS, FDA, AABB, and CAP regulations requiring verification and validation of laboratory methodologies before patient test results can be reported. Since VCU uses the same instruments as the McGuire facility and shares validated reference ranges, this arrangement ensures consistent, timely, and validated reporting without delay. In emergency situations, VCU's proximity allows test results to be delivered within one hour, supporting both routine and critical patient care needs efficiently. This sole source procurement, authorized under FAR 13.501(a), is based on the determination that VCU is the only capable provider to meet these specific regulatory and operational requirements. The contract falls under NAICS code 541380 with a size standard of $15 million. Although this is not a request for competitive quotes, interested parties who believe they can fulfill the requirements may submit written responses with supporting evidence by the specified deadline of March 22, 2017. The government reserves the right to evaluate any responses and determine whether to proceed without competition. No costs incurred in responding to the notice will be reimbursed by the government.

Full Description

INTENT TO SOLE SOURCE: THIS IS FOR THE RICHMOND VAMC ONLY The Department of Veterans Affairs Mid Atlantic Health Care (VISN 6) intends to negotiate sole source procurement for the Richmond VAMC to VCU for Reference Laboratory Consultant Services. By CMS/FDA/AABB/CAP regulations, we are required to verify and validate all methodologies used by this Laboratory for Patient Testing; any deviation from this requires re-validation and re-verification. No patient results would be allowed to be reported until this testing is performed. VCU uses the same instruments as McGuire for the majority of their testing and the validated reference ranges would then remain the same and could be reported in the computer without delay. In the case of emergent need of testing, whereas normal testing is required within 7 days, in a case of emergency, testing is required within one hour. Due to VCU s close proximity; there would be no delay for patient results during routine and critical care of our patients. The Veterans Affairs has determined that this procurement should be issued as a sole source because of only (1) capable source able to fulfill the requirements of this contract. This proposed procurement is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). The NAICS code is 541360 and has a size standard $15M for this Procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any company that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement. Information can be sent to the Contracting Officer, Cleveland Wynne, via email to contact@example.gov. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. Due Date for responses 3/22/2017 @ 11am.
