The Department of Veterans Affairs plans to negotiate a sole source contract with Louisiana State University Health Sciences Center for specialized renal biopsy services. Specifically, the Asheville Veterans Affairs Medical Center will send complex renal biopsies and immunofluorescence staining samples to LSU's pathology department for expert nephropathology interpretations. This sub-specialty service requires a lab capable of delivering accurate and timely results, with a turnaround time of 24 hours. The contract is set for an initial period of 12 months, with four additional one-year renewal options, reflecting the government's intent to secure a steady, reliable provider under FAR Part 6.302, which allows non-competitive procurement when justified. Although this notice is not a request for competitive quotes, other interested parties are invited to submit capability statements by a specified deadline. The government will use these responses solely to determine whether to pursue a competitive procurement but reserves discretion to proceed with the sole source negotiation. The contract focuses on commercial item procurement under NAICS code 541380, covering laboratory services, ensuring veterans receive expert renal pathology care from a highly qualified provider.
