The Department of Veterans Affairs (VA) intends to award a sole source, firm-fixed price contract to Walgreens Company for a Retail Influenza Immunization Pilot Acquisition. This contract aims to improve influenza vaccination rates among Veterans by utilizing Walgreens’ extensive retail footprint combined with integrated immunization health records, providing greater access and a more accurate, real-time view of Veteran immunization data. Walgreens is uniquely positioned to meet the VA’s integration and access requirements in time for the 2014/2015 flu season, supported by its membership in the Healtheway.org eHealth Exchange and its ability to report vaccine administration data through approved specifications. The initiative focuses on early identification of high-risk Veterans who have not been immunized and on gaining insights into operational and financial aspects to inform future acquisitions. The contract requires Walgreens to have significantly more nationwide locations than VA medical facilities to ensure widespread accessibility and single-point health record integration across all immunization sites. Although this notice does not solicit competitive quotations, the VA will consider any responses indicating interest and capability received by August 7, 2014. The government will use these responses solely to decide whether to pursue a competitive procurement, retaining full discretion over proceeding with sole source award. Interested parties are invited to submit their responses to the designated VA Contracting Specialist.

NOTICE OF INTENT TO AWARD SOLE SOURCE: Program Contract Activity - Central (PCA-C) intends to award a sole source, firm-fixed price contract for the Retail Influenza Immunization Pilot Acquisition to Walgreens Company located in Deerfield, IL using other than full and open competition procedures pursuant to authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The intent of this contract will be to understand how the convenience of immunizations at a retail provider combined with integrated immunization health records can be used to significantly increase access to influenza vaccinations and to improve overall immunization rates for Veterans. Specifically, the Department of Veterans Affairs (VA) is working to provide a more accurate real time view of Veteran immunizations with the objective of early identification of high risk Veterans who have not received a flu shot. While Walgreens is currently the only vendor capable of meeting the integration and access requirements in time for the 2014/2015 flu season, this acquisition will facilitate a greater comprehension of Veteran demand for retail immunizations as well as address the operational and financial requirements to ultimately compete future immunization acquisitions. Persons may identify their interest and capability to respond to the requirement. The contractor shall be an active member of the Healtheway.org eHealth Exchange with an executed Data Use and Reciprocal Support Agreement that remains in full force in order to send report data regarding administration of the seasonal influenza vaccine using C32 immunization records via the approved Healtheway specifications for document submission once the immunization has been administered to the Veteran. The contractor is also required to have a significantly greater number of nationwide locations than the total number of VA medical facilities (969) to deliver widely accessible immunizations while being able to provide a single point of health record integration for all immunization locations. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by 7 August 2014 at 1300 EDT. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement. All interested parties may submit a response for consideration via email to Nicholas Sparks, Contracting Specialist, +1 (555) 000-0000 x3536 at contact@example.gov.
