The Department of Veterans Affairs plans to enter into a sole source contract with Dr. James E. Sellman, MD, to provide specialized clinical psychiatric services for a specific veteran. Dr. Sellman has demonstrated effective management of this veteran’s condition when other community providers were unsuccessful, and there is a concern that discontinuing his services could lead to a crisis. Due to the unique nature of this care and the successful treatment history, the government deems it necessary to secure psychiatric services solely from this provider, without pursuing competitive bids, under the authority of FAR 6.302. This contract, titled "Q--RICHMOND: PSYCHIATRIST SOLE SOURCE," is a non-competitive procurement process that was publicly announced in August 2009. It is intended solely for the continuation of care with Dr. Sellman to maintain the veteran’s mental health stability. The decision to forgo competition is at the government’s discretion, emphasizing the critical importance of continuity and expertise in psychiatric care for this particular case. The contract falls under the NAICS code 621112, which pertains to psychiatric and substance abuse hospitals or services.
