This Request for Information (RFI) is issued by the New York Power Authority (NYPA or the Authority) to solicit input from communities[1] in Upstate New York[2] to identify viable sites to host NYPA’s advanced nuclear project. In June 2025, Governor Hochul called on NYPA, in coordination with the Department of Public Service (DPS) to develop at least one gigawatt (1 GW) of advanced nuclear[3] generation capacity in Upstate New York. NYPA is responding to this by evaluating the technologies, business models and potential sites to help bring this resource online through broad collaboration across state agencies, regional stakeholders, academic & research institutions and private sector entities. This initiative is intended to deliver firm, zero-emission power that complements renewable generation, strengthens grid reliability, prioritizes affordability and advances the State’s clean energy and decarbonization goals. Through this RFI, NYPA seeks information from interested upstate communities that have potential sites which meet the requirements for hosting or supporting nuclear power, supportive stakeholders and a vision for how advanced nuclear development could align with their local economic and social objectives. Communities can include regions, counties, towns, cities or villages. Responses will help NYPA and potential development partners identify and prioritize communities that are both technically suitable and willing to host a nuclear facility. In a complementary effort, New York is also pursuing an Advanced Nuclear Master Plan, which will provide a framework for in-depth examination into the key issues raised by the last year’s nuclear Blueprint to develop recommendations for implementation of advanced nuclear technologies in New York State. Respondents are hereby directed to the New York Power Authority’s website at www.nypa.gov.
