The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 6, plans to award a sole-source firm fixed price contract to VCU Health System Authority for renal transplant testing services at the Richmond Veterans Affairs Medical Center. This noncompetitive award is justified because VCU Health System Authority is the only local laboratory equipped with the transplant donor information and initial recipient workup necessary to meet the agency's needs. The contract covers specialized testing services identified by specific CPT codes under NAICS code 541380 (Testing Laboratories), and no other providers can fulfill these requirements without causing unacceptable delays or increased costs. Although the Government intends to award the contract effective January 10, 2021, to KCI USA Inc., interested parties with relevant capabilities were invited to submit statements within three days of the notice publication. Submissions were to be directed to the Contracting Officer, Gordon Burns, with specific instructions regarding firm size, ownership status, and data marking requirements. The notice clarifies that it is not an open solicitation nor a competition request, and that responding to it does not obligate the Government to procure the services. The contract actions originate from Network Contracting Office 6 located in Hampton, Virginia, and inquiries were limited to email communications only.
