The Department of Veterans Affairs (VA) is issuing the attached Draft Request for Proposals (RFP) for MDE- NG for industry and stakeholder review and feedback.


Purpose of the Draft RFP


The purpose of releasing this Draft RFP is to provide industry and other interested stakeholders an opportunity to review the Government’s contemplated acquisition approach and solicitation requirements prior to issuance of the final solicitation anticipated for release in November 2026. The Government is seeking constructive feedback to help identify areas that may require clarification, present potential barriers, create performance risk, or otherwise benefit from refinement.


The Government encourages respondents to provide specific, actionable feedback regarding the Draft RFP, including the clarity and completeness of the requirements, feasibility of the proposed approach, solicitation terms and conditions, proposal instructions, evaluation methodology, and other matters that respondents believe the Government should consider before finalizing the solicitation.


Submission of Feedback


All feedback must be submitted using the feedback template, identified as "MDE-NG - DRAFT RFP FEEDBACK, provided with this notice. Respondents should clearly identify the applicable Draft RFP section, page number, paragraph, or other reference associated with each comment or recommendation and provide sufficient rationale to support the proposed change or consideration.


Completed feedback templates must be submitted through SAM.gov no later than 4:00 p.m. Eastern Time (ET) on October 26, 2026.


Respondents are requested not to submit feedback through other channels unless specifically directed by the Contracting Officer. The Government may consider feedback received in developing the final solicitation but is under no obligation to incorporate any recommendation or proposed change.

This Draft RFP is issued for planning and feedback purposes only and does not constitute a solicitation, request for proposals, invitation for bids, or request for quotations. The Government is not requesting proposals in response to this notice and will not accept unsolicited proposals based on the Draft RFP.

The Government will not reimburse respondents for any costs incurred in reviewing the Draft RFP, preparing feedback, or otherwise responding to this notice.


The Government reserves the right to use information received in response to this notice to refine the acquisition strategy, requirements, solicitation, or related acquisition documentation. The Government may elect to address industry and stakeholder feedback through revisions to the final solicitation, amendments or updates to this notice, responses to frequently asked questions, or other means, as appropriate. The Government may not provide individual responses to each comment received.


Interested parties are encouraged to monitor SAM.gov for subsequent notices, updates, and the issuance of the final solicitation, if issued.
