AI Contract Overview

The contract pertains to the anticipated award of a short-term sole source Psychiatry Physician Services agreement for the North Texas Veterans Healthcare System (VANTHCS), specifically servicing the Dallas VA Medical Center and its associated community clinics. Locumtenens.com, LLC is the chosen contractor due to their current provision of these essential psychiatric services, which include support for inpatient psychiatric units, the Mental Health Consultation Liaison Team, and outpatient clinics across multiple VANTHCS locations. Services will be delivered through telehealth modalities such as VA Video Connect and telephone to ensure veterans receive consistent mental health care without interruption. The decision to continue with Locumtenens.com, LLC is based on the urgent need to maintain uninterrupted psychiatric care, as transitioning to a new contractor would require extensive hiring, VA background checks, and credentialing processes that cannot be realistically fulfilled within the short timeframe. This sole source contract will cover the period from mid-May to mid-August 2023, allowing Locumtenens.com, LLC to provide continuous psychiatric support until a new contract is established. The contract is managed by Network Contracting Office 17 located in San Antonio, Texas, with Dewana Raynor serving as the primary point of contact for this award notice.

Page 2 of 2 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. Network Contracting Office (NCO) 17 is posting this notice of intent because it is anticipated that a short-term Psychiatry Physician Services contract will be awarded for the North Texas Veterans Healthcare System to Locumtenens.com, LLC. The contractor will continue to provide services for veteran beneficiaries of the VA North Texas Healthcare System (VANTHCS) Dallas VAMC 4500 S. Lancaster, Dallas, TX 76216. This notice is for informational purposes only. Responses to this notice should be sent via email to Dewana Raynor at dewana.raynor@va.gov. No phone calls will be accepted. This is not a request for quote/proposal. Demonstration of the Contractor s Unique Qualifications or Nature of the Acquisition: The VA North Texas Healthcare System (VANTHCS) and Mental Health Service (MHS) has a need to maintain Psychiatry Physician Services for the Mental Health Consultation Liaison Team, Inpatient Psychiatric Unit, and Outpatient clinics. Psychiatrists shall perform services throughout VANTHCS via telehealth appointments, by telephone or VA Video Connect (VVC), at any of its ten (10) Community-Based Outpatient Clinics (CBOC) locations and three (3) Medical Centers. Locumtenens.com, LLC. is currently providing these services. Due to the short timeframe Locumtenens.com, LLC. is the only practical source capable of providing continuity of services. Any change in contractor support at this time is not feasible as the process would require the new contractor to recruit and hire staffing, undergo VA background checks, and complete credentialing, which is not realistic given the time frame. Accordingly, Locumtenens.com, LLC is the only company capable of providing services without the Veteran s Health Administration experiencing unacceptable delays in fulfilling its requirements. A sole source contract to the current contractor, Locumtenens.com, LLC will continue services for Veterans currently receiving care until a new contract is placed.
