The United States Coast Guard Base Portsmouth plans to award a sole-source purchase order to DOR MOR, INC. for 160 units of 135lb pyramid-shaped cast iron mooring anchors, as the design and specifications are proprietary and uniquely held by the manufacturer. These anchors are engineered as one-piece permanent solutions with a short shank and a large-diameter eye, designed for rapid seabed penetration in both fresh and saltwater environments, and are critical to the Coast Guard’s mooring infrastructure needs. The procurement is authorized under FAR 12.102(a) due to the absence of other qualified sources, and while the anticipated NAICS code is 332510 with a 750-employee small business size standard and the PSC code is 2040, both may be updated prior to award. This notice is not a competitive solicitation, but an opportunity for other potential vendors to submit a capability statement by July 30, 2026, at 12:00pm Eastern Time, solely to inform the government’s decision on whether to open the requirement to competition. Responses must be emailed to Jackson Wysor and Frank Burton at the designated government addresses, and any costs associated with submission are borne by the respondent. The government retains full discretion to proceed with the sole-source award regardless of responses received. The contract action is tied to solicitation number 71105QPR260000267, with performance expected at Portsmouth, Virginia, and all inquiries must be received before the deadline to be considered.
