The Province, as represented by the Minister of Forests, through BC Wildfire Services (“BCWS”), invites Responses from Respondents to provide Qualified Faller Coach, Qualified Supervisor, Qualified Trainer, Qualified Assessor and Helipad Construction Trainer (collectively the “Services”). The Services will be provided at BCWS specified venues and may also be provided at Contractor supplied Timber Sites. The Services will prepare BCWS staff to perform their duties as fallers by helping them to develop the skills and training they require to safely perform their duties. The Services are not being provided in the context of active wildfires.Respondents may propose any number of resources for each of the services and may propose the same resource for any number of services. Respondents are invited to apply to qualify resources for either Qualified Faller Coach or Qualified Faller Supervisor, or may apply to qualify resources for both, and may, but are not required, to also apply to qualify resources for Qualified Faller Trainer, Qualified Faller Assessor and Helipad Construction Trainer. For greater clarity, Respondents are not required to apply to qualify resources for all services, but if submitting a Response, Respondents are required at a minimum to apply to qualify resources for either the Qualified Faller Coach or Qualified Faller Supervisor.The Province intends to enter into Standing Arrangements with the 20 top highest scoring Respondents who meet all mandatory criteria, qualification criteria and minimum scores. The Services are to be provided on an as, if and when requested basis and no representations, commitments or guarantees are made with respect to the timing, number or value of Service Requests that may be requested from a Contractor over the term. A Standing Arrangement established pursuant to this RSA does not confer an exclusive right to provide the Services to the Province. The Province reserves the right to procure the Services by any other means, including use of other agreements, or by other procurement or contracting methods.The anticipated term of each Standing Arrangement is from April 1, 2026 to March 31, 2027. Each Standing Arrangement will contain an option to extend whereby the Ministry reserves the right, at its sole option, to extend the Standing Arrangement for two one-year terms.Further details as to the scope of this opportunity and the requirements can be found in sections 3, 4, 5 and Appendix B of this RSA.
