Full Description

The United States Coast Guard, Shore Infrastructure Logistics Center (SILC pcb-4) intends to award a Purchase Order on a sole source basis to the University of Southern California for interdisciplinary analytical support with special emphasis on support for Coast Guard Prevention Activities and Ports, Waterways, and Coastal Security (PWCS) missions to include quantitative investigation of value of effort in economic cost of accidents prevented and quantitatively assess, adapt and test algorithms developed for allocation of security forces. This action is being awarded on a sole source basis to the University of Southern California (USC), in accordance with FAR 6.302-3, - Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. USC alone has the proprietary technical data, experience, equipment and special skills to furnish the services within the required timeframe. The Justification for Other than Full and Open Competition will be made available on FedBizOpps within 14 days after purchase order award in accordance with FAR 6.305. This notice of intent is not a request for competitive quotes/proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date is 15 March 2010.
