DARPASN08-51 HAS BEEN MODIFIED AND THE CHANGES INCORPORATED. THIS MODIFICATION SUPERSEDES THE PREVIOUS NOTICE POSTED SEPTEMBER 02 2008. Special Notice DARPASN08-51QUANTUM EFFECTS IN BIOLOGICAL ENVIRONMENTS (QuBE); WORKSHOP DATE: October 14-15, 2008; REGISTRATION DEADLINE: October 10, 2008; TECHNICAL POC: Dr. Matthew Goodman, DARPA/DSO The Defense Sciences Office (DSO) of the Defense Advanced Research Projects Agency (DARPA) is hosting a workshop to discuss innovative research that will investigate the way that nature may be exploiting quantum mechanical effects in biological systems. Manifestly quantum effects have been postulated to have roles in a number of biological systems. Recently experimental results have demonstrated long-lived quantum coherence in the Fenna-Matthews-Olson (FMO) Bacteriochlorophyll complex (Nature 446, (2007), 782) and in the purple bacteria reaction center (Science, 316, (2007), 1462). Furthermore, a quantum algorithm at work in the FMO complex which could have profound implications in the quantum information field. In addition there may be other examples of quantum effects. For example, new experimental results have led to the postulate that the magnetic navigation ability of some species of birds is due to the quantum Zeno effect in a photo-responsive protein complex. The DARPA QuBE Workshop will be held in the offices of Booz Allen Hamilton at 3811 N. Fairfax Dr., Suite 1000, Arlington, VA, 22203. The ultimate goal of the workshop is to identify model biological systems and quantum effects for study, and to recommend research directions that would clarify the nature and potential impact of these effects. The success of this workshop will rely heavily on group discussion of the research challenges across this interdisciplinary topic; as such, it is expected that participants will have relevant research experience. The workshop will take place on October 14, 2008 between 1:00-7:00 PM, and October 15, 2008 between 9:00 AM - 4:30 PM. Sign-in and badging will take place on 14 October only; any participants who are not planning to attend the first day of the workshop must notify the organizers in advance. There is no fee for the QuBE Workshop. Details on the workshop, including registration information, can be found at the following URL: https://www.enstg.com/Signup/default.cfm?ThisCode=QUA47573, conference code QUA47573. Registration is limited by the venue capacity (maximum of 35 people, maximum 2 from each institution). The registration cutoff date is October 10, 2008, or at attendance capacity, whichever comes first. If there is additional space available after the registration deadline, institutions will be permitted additional participants on a first-come, first-serve basis. Further administrative information is available from Ms. Jennifer Thabet (thabet.jennifer@bah.com). Additional technical information can be obtained from Dr. Matthew Goodman (Matthew.Goodman@darpa.mil). Please refer to the QuBE Workshop in any correspondence. This special announcement is not a request for proposals. Point of Contact Matthew Goodman, Program Manager - DSO, Phone 571-218-4681, Fax 571-218-4553, Email matthew.goodman@darpa.mil

Pre-Award Synopsis Texas Shield
Solicitation # DARPA-SN-27-07
The Defense Advanced Research Projects Agency (DARPA), through its Biological Technologies Office (BTO), intends to enter into an agreement with The University of Texas System consortium of universities for the Texas Shield Program. This integrated research initiative, identified by solicitation number DARPA-SN-27-07 and NAICS code 541714, focuses on developing autonomous and semi-autonomous medical technologies and scalable solutions for critical medical consumables. The primary goal is to support lifesaving medical care in contested, austere, and resource-limited environments. Key technical areas of focus include autonomous medical and robotic surgical systems, casualty evacuation, artificial-blood and supply innovation, AI-enabled clinical decision support, and mass-casualty science and simulation. This notice is a pre-award synopsis and is not a request for proposals or a competitive solicitation. Interested entities are invited to submit information by November 15, 2026, to TexasShieldxBTO@darpa.mil detailing their technical expertise, integrated research infrastructure, clinical-validation capabilities, and multi-institutional coordination capacity. Additionally, respondents must describe their consortium organizational structure, commercialization capabilities, facility clearance levels, and their ability to handle Controlled Unclassified Information. The government will not reimburse any costs associated with the preparation or submission of information in response to this notice.

Intrinsic Market Resilience (IMR)
Solicitation # DARPA-PS-26-138
The Intrinsic Market Resilience (IMR) program, solicited by the DARPA Information Processing Techniques Office under DARPA-PS-26-138, is a 32-month initiative spanning Fiscal Years 2027 through 2029. The program aims to protect essential U.S. economic sectors from systemic risks and adversarial attacks targeting the public interfaces of modern electronic markets. By combining Large Language Model (LLM) automation with rigorous mathematical modeling, IMR seeks to develop tools that automatically translate informal regulatory and technical specifications into formal models to identify hidden weaknesses and recommend structural repairs. The work is divided into three technical areas: TA1 focuses on modeling and analysis, TA2 on resiliency and repair, and TA3 on establishing test and evaluation frameworks to validate the outputs of the first two areas. This procurement is conducted as an Other Transaction (OT) for Prototype Agreement under 10 U.S.C. 4022, with anticipated award ranges of 4.5 to 5 million dollars for TA1, 2.5 to 3 million dollars for TA2, and 5 to 6.5 million dollars for TA3. Eligible participants include small businesses, nonprofit research institutions, and nontraditional defense contractors. Proposers must adhere to strict security requirements, including CMMC Level 1 compliance at award and CMMC Level 2 status or a detailed compliance plan. All information must be handled according to NIST 800-171 and DFARS 252.204-7012 standards. Evaluation is based on technical approach, qualifications, technology transition viability, price, and security, with a particular emphasis on innovation and the feasibility of the proposed technical solution.
