70--SERVER,AUTOMATIC DA, IN REPAIR/MODIFICATION OFThis contract pertains to the repair and modification of the SERVER, AUTOMATIC DA, with detailed requirements and quality standards set forth by the Department of Defense through NAVSUP Weapon Systems Support Mech. It mandates adherence to specific technical and operational specifications, including compliance with applicable drawings, manuals, and repair standards. The item being repaired does not have nuclear hardening but includes critical features such as tight tolerances and fit requirements. Packaging and marking must follow military standards, and there is a strict prohibition on mercury contamination due to the item's use in submarine and surface ship environments. The contract is a fixed-price bilateral agreement requiring contractor acceptance, with repair completion expected within 120 days following carcass receipt, including teardown, evaluation, and submission of a firm-fixed price quote. The contractor must provide comprehensive pricing that accounts for all repair-related costs and meet performance metrics such as repair turnaround time, with penalties for delays. Inspection responsibilities rest primarily with the contractor, although the government reserves the right to conduct independent inspections. Documentation access, security measures, and small business subcontracting plans are specified, as well as clear guidelines for design changes and certification requirements. Contact is managed via a specified point of contact, and all procurement actions adhere to federal acquisition regulations and priority rating under the Defense Priorities and Allocations System.

The National Research Council of Canada (NRC) is seeking the supply of two advanced resistance calibration suites designed to measure electrical resistance with an extremely high degree of precision, traceable to fundamental constants and achieving an uncertainty of 3 parts per billion or better. These integrated quantum resistance systems are crucial for supporting electrical standards, the realization of the kilogram, and scientific research in mass and electrical metrology. Each suite consists of a Quantum Hall Resistance (QHR) standard, a cryogenic current comparator (CCC), associated electronics, control software, and cryogenic systems that operate without the need for liquid helium. The first system will feature a compact, simplified design intended for integration with the existing NRC Kibble balance equipment, enabling mass traceability aligned with the kilogram definition and incorporating a QHR sample array with multiple calculable resistance values. The second system is tailored for low-temperature research and calibration applications, capable of accommodating a variety of QHR sample types with operation at temperatures as low as 1.3 K or below, maintaining high stability and a minimum magnetic field strength of 9 Tesla. Both systems will be outfitted with all necessary components to ensure full functionality of the QHR and CCC equipment. Responses to this solicitation are due by March 20, 2026, and the location of performance is Ontario, Canada.

Full Description

The National Research Council of Canada (NRC) has a requirement for the supply of two resistance calibration suites able to allow measurement of resistance traceably to fundamental constants with an uncertainty of 3 parts per billion [ppb], or better. This is in support of the realization of the kilogram, electrical standards and research. The combined and integrated quantum resistance suite is a critical tool for electrical and mass metrology allowing measurement and calibration of resistance down to a level of 3 ppb or better, across a range of resistance values. It is an integrated system comprised of a Quantum Hall Resistance (QHR) standard and a cryogenic current comparator (CCC), with associated electronics, and cryogenic systems that allow system operation without need for liquid helium supply. Each system must include a QHR standard system and a CCC supplied as an integrated unit with supporting electronics and control software. The first system (A) will be a simplified, compact system of small footprint that will be integrated to the existing NRC Kibble balance equipment and will enable mass traceability to the definition of the kilogram. This system shall be provided with a QHR sample array with multiple resistance values that can be calculated directly from fundamental constants. The second system (B) shall be provided for low temperature research and calibration, able to accommodate a broad set of QHR sample types and therefore able to reach 1.3 K or lower with high stability and with a minimum magnetic field strength of 9 Tesla. All systems shall be provided with all the necessary appurtenances needed to operate the QHR and the CCC equipment.
