The Kiefer Landfill, operational since 1967, actively manages landfill gas through a network of approximately 350 extraction wells, with system performance dynamically adjusted based on daily waste placement. To comply with evolving environmental regulations and accommodate ongoing landfill expansion, a structured program is in place to replace underperforming wells and install new ones quarterly, with an average of eight new wells installed and ten decommissioned each quarter. This cyclical approach ensures continuous regulatory compliance and optimal gas capture efficiency while supporting the landfill’s long-term operational integrity. The initiative is designed for rapid, predictable field execution to maintain consistent gas management capabilities. A solicitation titled Quarterly LFG Well Installation Services, 2026, with reference number 4699, was issued on June 18, 2026, and is open for responses until July 23, 2026, by the California Waste Management and Recycling agency headquartered in Sacramento. The project requires contractors to execute well installation and decommissioning activities on a strict quarterly schedule to meet environmental mandates. Primary point of contact is John Jowers, Associate Engineer, with Crystal Sheehan, Senior Contract Services Officer, also available for inquiries. The work must be performed in California, with all services aligned to the operational timelines and technical requirements of the Kiefer Landfill.
