R -- 492-C-00-02-00018-00 Sole Source Modification

USAID/Philippines intends to extend the existing contract with Louis Berger Group (contract number 492-C-00-02-00018-00) for an additional three months, covering the period from October 1 to December 31, 2007. This sole source modification is authorized under FAR 6.302 and AIDAR 706.302-70(b)(5), allowing continued support without competition due to the highly specialized nature of the services provided and the potential for significant government costs or unacceptable project delays if a new source were selected prematurely. The extension ensures continuity of services while USAID conducts a full and open competitive procurement process for a follow-on contract under solicitation 492-07-002. Although this notice is not a solicitation for competitive proposals, USAID invites any interested firms to submit capability information regarding their ability to meet the government’s needs. Such submissions will be considered but will not result in reimbursement of any costs incurred by the respondents. The final decision to proceed without competition is solely at the discretion of the government. The contract work is managed from the USAID office in Manila, with Ma.
