The US Environmental Protection Agency intends to award a sole source contract to FEV, Inc. for advanced engine testing support under NAICS code 541330. This initiative is part of the Advanced Automotive Technology Program, focusing on the research and evaluation of hybrid vehicle and engine technologies, specifically hydraulic hybrids and clean combustion engines, to determine their potential for emission reduction and fuel economy. The scope of work involves preparing engines and vehicles for testing, gathering design data, and conducting tests to support the development of transportation regulations under aggressive timelines. The specific technical requirements are divided into four primary tasks: catalyst aging, Eco-boost engine and Focus vehicle test preparation, GT/Power engine mapping, and direct crankshaft free piston engine work. While the EPA intends to negotiate directly with FEV, Inc. to build upon previous research, other capable firms may submit technical documentation within 15 days of the notice to establish their ability to meet the specifications. The final decision to proceed with a sole source procurement or a competitive process remains at the discretion of the government.

As part of its research efforts, EPA modifies and tests existing advanced technology engines and vehicles. The agency needs support in preparing the engines and vehicles for testing, gathering data needed to design the test plans, and in conducting some of the tests. This testing supports transportation regulation development under very aggressive timelines. This effort will allow for the completion of work done with FEV, Inc. Work is to consist of the following: Task 1 ? Catalyst Aging Task 2 ? Eco-boost Engine and Focus Vehicle Test Preparation Task 3 ? GT/Power Engine Mapping Task 4 ? Direct Crankshaft Free Piston Engine This notice is not a request for competitive proposals.
