The U.S. Agency for International Development’s Afghanistan Procurement Support Office in Bangkok, together with the USAID Mission in Kabul, plans to award up to three task orders under the GSA schedule for the Afghanistan Alternative Livelihoods Program. These task orders, anticipated to begin by January 2005 and last for up to 48 months, will be of a time and materials type and may be awarded to a single contractor or, preferably, to a Contractor Teaming Arrangement or consortia. The contract will utilize multiple Special Item Numbers (SINs) including MOBIS, FABS, PES, Logistics Worldwide, and Environmental Services, allowing contractors discretion in using these SINs to meet the program’s Statement of Work objectives. USAID encourages GSA schedule contract holders to submit quotes via the GSA E-Buy website and to collaborate with other firms, either as teaming partners or subcontractors, especially for those without GSA schedules themselves. Interested parties are invited to download the Request for Quote (RFQ) from the designated online portals and submit quotes exclusively through GSA’s E-Buy system. To facilitate teaming arrangements, an interested vendor form is available and firms can submit it via email to the Afghanistan Procurement Support Office. The procurement aims to engage organizations with expertise aligned with the program’s goals, focusing on alternative livelihood development efforts in Afghanistan, contingent on funding and program priorities. Key contacts for this procurement are the Contracting Officer, Kyle Newkirk, and the Supervisory Contracting Officer, Andrew Holland, who can provide further information regarding quotation submission and teaming opportunities.
