The U.S. Agency for International Development (USAID) Afghanistan Procurement Support Office in Bangkok, in collaboration with the USAID Mission in Kabul, plans to issue a Request for Proposals to engage qualified organizations to implement the Afghanistan Infrastructure and Rehabilitation Program. This program supports USAID/Afghanistan’s goal of fostering a private sector-driven economy by providing comprehensive technical assistance and physical support to the Government of Afghanistan, local communities, and private sector entities. The initiative targets four key infrastructure sectors: Energy and Natural Resources, Transportation, Public Buildings, and Urban Development/Water & Sanitation. Activities will encompass technical assistance for institutional capacity building and policy development, engineering services including design and construction, as well as the supply of equipment and materials essential for operations. This procurement will follow competitive procedures outlined in FAR Part 15 and is open to offers from eligible countries under USAID Geographic Code 935, which excludes nations under U.S. foreign policy restrictions such as Cuba, Iran, North Korea, and Syria. The procurement encourages the involvement of small businesses, including disadvantaged and women-owned firms, both as prime contractors and subcontractors. USAID expects to award a single contract with a performance period of five years and a ceiling budget of up to $1.4 billion. The Request for Proposals is anticipated to be released in mid-November 2005 through the Federal Business Opportunities website, where any amendments will also be posted. Interested parties are advised to direct inquiries to the designated point of contact in Bangkok and to utilize the Federal Business Opportunities vendor list to explore teaming and subcontracting opportunities.
