The U.S. Agency for International Development (USAID) Senegal plans to issue a Request for Proposals (RFP) to engage qualified organizations to implement the Senegal Agriculture and Resource Program. The program aims to foster sustainable, profitable, and decentralized management of Senegal’s agricultural, marine, and natural resources, supporting USAID/Senegal’s strategic goal of increased economic growth through trade and natural resource management. The contract will encompass four key components: wealth creation, local governance, biodiversity conservation, and policy reform and communications. This solicitation represents a full and open competition governed by FAR Part 15, with procurement limited to countries within USAID Geographic Code 935, excluding those subject to U.S. foreign policy restrictions, namely Cuba, Iran, North Korea, and Syria. USAID encourages broad participation, including small businesses, disadvantaged firms, and women-owned enterprises, either as prime contractors or subcontractors. The solicitation will promote collaboration through the Interested Vendor List to facilitate teaming and subcontracting opportunities. The anticipated contract type is Cost Plus Fixed Fee with a five-year performance period. The solicitation is expected to be released in August 2007 via the Federal Business Opportunities website, with amendments and updates posted there as well.
