The United States Agency for International Development (USAID) Senegal is preparing to issue a Request for Proposals (RFP) to select qualified organizations or institutions to implement the Senegal Agriculture and Resource Program. This initiative aims to enhance sustainable, profitable, and decentralized management of Senegal’s agricultural, marine, and natural resources, aligning with USAID/Senegal’s strategic objective to boost economic growth through trade and natural resource management. The contract will focus on four key areas: wealth creation, local governance, biodiversity conservation, and policy reform and communications. This procurement process is a full and open competition conducted under FAR Part 15, with eligibility restricted only by the U.S. foreign policy restrictions that exclude Cuba, Iran, North Korea, and Syria. USAID encourages broad participation, particularly from small businesses, small disadvantaged businesses, and women-owned small businesses, either as prime contractors or subcontractors. The contracting mechanism will likely be a Cost Plus Fixed Fee contract with a five-year performance period. The solicitation is scheduled for release in mid-January 2008 and will be made available on the Federal Business Opportunities website. Interested parties are invited to review the solicitation and any amendments there, and submission of queries is facilitated via designated USAID contacts. USAID also promotes the use of the Interested Vendor List to foster partnerships and subcontracting opportunities in response to the solicitation. The issuance of this notice does not obligate USAID or the U.S. Government to award a contract or issue an RFP.
