The Department of Treasury (Treasury) is issuing a Request for Information (RFI) to solicit industry suggestions for strategic options regarding warrants granted to the Air Transportation Stabilization Board (the Board) under the Air Transportation Safety and System Stabilization Act of 2001 (the Act). Section 102(d) of the Act authorizes the Board to participate in the gains of the participating corporation or its security holders through the use of such instruments as warrants, stock options, common or preferred stock, or other appropriate equity instruments. The Board has received warrants representing the right to purchase common stock in five airline companies that have received federal loan guarantees under the Act. The companies are: America West Holdings, Inc., ATA Holdings, Inc., Aloha Airlines, Inc., The Frontier Airlines, Inc., and US Airways, Inc. The Board is evaluating economic, policy and operational considerations regarding the warrants. These include, but are not limited to the following: valuation, potential methods of sale, timing and process issues. Interested parties may request the RFI package, which includes a list of questions soliciting vendor input and a summary of publicly available information on the warrants, by contacing Rosa Perry at the Department of Treasury, 1500 Pennsylvania Avenue, NW, Room Annex 4170, Washington, DC 20220 or email to Rosa.Perry@do.treas.gov. Responses in the form of questions for clarification and interest in meetings with the Board staff to discuss strategic options should be submitted to Rosa Perry by 2:00 P.M. by January 9, 2004. All responses shall be in writing. Rosa Perry can be contacted on (202) 622-0797. This RFI is not a Request for Proposal and the Department of Treasury is not liable for any costs incurred as a result of vendor responses to the RFI. This announcement is only a Request for Information and does not constitute an offer to sell or a solicitation of any offer to buy any securities.
