Synopsis N00421-07-R-00405.1 ? Aircrew Services Requirement The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Naval Test Wing Atlantic (NTWL) and Naval Test Wing Pacific (NTWP) of the Naval Air Systems Command (NAVAIR), has a requirement to procure aircrew and flight support services. The requirement will include labor, travel and material necessary to sustain the PSOW. The Government intends to negotiate on a sole source basis with Wyle Laboratories, Inc., 7800 Highway 20 West, Huntsville, AL, under the authority for other than full and open competition, Title 10, U.S. Code, Section 2304(c)(1) and implemented via Federal Acquisition Regulations Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is not a request for proposal. Interested parties may submit a capability statement to the Government for the purpose of determining whether to challenge the sole source requirement. The Government will consider all capability statements received in response to this notice. The Government reserves the right to process this procurement as a sole source based on the responses received. An award is anticipated no later than 1 April 2008. The period of performance will be for a base year plus four one-year options, for a total of five years of performance. The appropriate NAICS is 541330, and the size standard is $4.5 million. This requirement is to provide aircrew and flight support for the NTWL/NTWP squadrons. Flight support consists of pilots to fly the aircraft as directed by the Government. The squadrons are responsible for the overall operations, scheduling, and safety of naval aircraft. In support of this charter, the squadrons (VX-20, HX-21, VX-30, VX-31, and Test Pilot School) require contractor operations, scheduling, engineering and aircrew support. Each squadron platform coordinator has an Operations and Scheduling division. The complexity of today's flight test scenarios in the Research, Development, Test and Evaluation (RDT&E) community and the constant changes that are associated with RDT&E flying requires constant monitoring, scheduling, frequency management and flight operations coordination. With the unique type of flying associated with RDT&E, there are unique safety considera?tions on both the squadron level and the platform office level. This support enables the squadrons to provide test and evaluation, technical advice, and assistance to NAVAIR, Naval Technical Assurance Board (NTAB), and other Government agencies. Required tasking for this effort may include, but is not necessarily limited to, the above. NOTE: A DD254, Contract Security Classification Specification, shall be applicable to this requirement. The current level of classification has been identified as TOP SECRET facility and NONE for safeguarding. DFARS 252.204-7004 Alternate A, Required Central Contractor Registration, applies to all solicitations issued on/after 6/1/98. Lack of registration in the CCR database will make an offeror ineligible for award. Please ensure compliance with this registration when submitting your statement.
