The U.S. Environmental Protection Agency's Air Quality Assessment Division plans to award a single Indefinite-Delivery/Indefinite-Quantity contract for the Clean Air Status and Trends Network (CASTNET) program, with a one-year base period and four one-year option periods. This procurement, valued at a base minimum of $750,000, will be conducted through a full and open competition following Federal Acquisition Regulations Part 15. Solicitation materials will be available starting around January 30, 2026, exclusively online, and interested offerors are encouraged to regularly monitor the specified website for updates, as paper copies and telephone inquiries will not be provided. The contract supports ongoing air quality monitoring efforts across approximately 90 stations nationwide, contributing critical data on pollutants such as ozone, particulate matter, and atmospheric deposition constituents. CASTNET, operational since 1987, is a cooperative regional monitoring network involving federal, tribal, state, and local entities. Its core functions include providing high-quality data for regulatory compliance with National Ambient Air Quality Standards, tracking regional air quality trends, validating air quality models, and supporting research on air pollution impacts and emission reduction effectiveness. Sites collect weekly and hourly data on a range of atmospheric components, including sulfate, nitrate, ammonium, ozone, sulfur dioxide, and other trace gases, while adhering to EPA quality assurance standards. This long-term monitoring program plays a vital role in evaluating air quality changes over time and informing environmental and public health policies. Technical direction and support are provided by the EPA’s Office of State Air Partnerships within the Air Quality Assessment Division.
