R -- COMMERCIAL ACTIVITIES - COMPETITIVE SOURCING (A-76) SUPPORT

The Internal Revenue Service (IRS) is seeking sources for General Service Administration (GSA) schedule holders with a past performance demonstrating in-depth experience in the performance of commercial activities - competitive sourcing (A-76). Support will be required in the following seven areas: 1) Program Management Support, 2) Feasibility Studies and Management Support, 3) Performance Work Statement Development; 4) Proposal Evaluation, 5) Government Most Efficient Organization Documentation Support, 6) Independent Verification and Validation, and 7) Measurement of Performance to assess fulfillment of A-76 intent. Contractors that applied under RFI TIRNO-BPA-A76 do not need to reapply unless there is further information that they feel needs to be considered. Interested GSA contractors are requested to submit three (3) copies of a qualification package and a past performance references list to Dennis Smiley (A:P:I:S), Contracting Officer, 6009 Oxon Hill Road, Oxon Hill MD 20745 no later than March 14, 2002. It is requested the qualification packages contain no more than 3 pages of general or background information. Each package may also contain 1 page of specific information for each of the seven areas in which your company wants to be considered. In addition to the information provided by your qualification package, provide a total of five (5) past performance references of similar contracts that have been completed within the past four years. References should include a current point of contact with valid telephone numbers for both the contractual and technical disciplines, a brief statement of the scope of work, contract duration and total dollar amount. Contractors should identify any information they consider to be sensitive or proprietary. Teaming arrangements and mentoring protege programs are encouraged.
