The National Institutes of Health (NIH), specifically the National Human Genome Research Institute (NHGRI) through the National Heart, Lung, and Blood Institute's Office of Acquisition, intends to award a sole source, noncompetitive contract to Quest Diagnostics Incorporated for the provision of cytogenetic training. This training supports the Metropolitan Washington, D.C. Medical Genetics Residency Program, which serves to train medical and doctoral fellows in various genetics specialties including Clinical Genetics, Clinical Biochemical Genetics, Clinical Molecular Genetics, and Cytogenetics as part of their board certification requirements. The training involves hands-on laboratory experience in cytogenetics and molecular genetics, including performing karyotypes and FISH analysis for disorders such as Prader-Willi and Angelmann Syndromes, under the supervision of board-certified geneticists and a genetic counselor who also participates in teaching and counseling components. The contract calls for the provision of facilities and personnel qualified to deliver comprehensive cytogenetic training, including dedicated administrative support to track trainee progress. Each year, up to four medical genetics fellows, two cytogenetics fellows, three biochemical genetics fellows, and three molecular genetics fellows will receive training, with durations ranging from one month to six months based on specialization. Trainees will gain experience with a diverse range of cases to meet board certification standards. The contract is to be awarded under simplified acquisition procedures, with a maximum value not expected to exceed $100,000, and is justified as a sole source procurement due to the unique qualifications of Quest Diagnostics.
