DK ONSITE RESCUE TEAM

The Bureau of Reclamation, Missouri Basin Region, plans to contract a qualified onsite rescue team to support gate operation, testing, and inspection activities at six Reclamation facilities across South Dakota and Wyoming. The team must be trained and certified to meet Reclamation Safety and Health Standards for permit-required confined space entry, capable of responding promptly during emergency and routine inspections of emergency, regulating, and radial gates in outlet works. Worksites include Angostura, Belle Fourche, Keyhole, Shadehill, Pactola, and Deerfield Reservoirs, each with specific conditions such as wet environments typically with less than two inches of water, stair access, and potential vertical shaft rescues—ranging up to 125 feet. Inspections typically last no more than four hours, with a maximum of eight hours onsite per facility, and the rescue team must remain onsite throughout gate testing and inspections to provide immediate emergency response if required. The contract is anticipated to begin on October 1, 2026, running through September 30, 2027, with four one-year option periods extending through September 2031. This service contract is set aside for total small business participation under NAICS code 561990, and the solicitation will be released around June 16, 2026, via SAM.gov. Hard copies will not be issued, and interested contractors must be registered in SAM.gov to submit quotes.
