The Air Force Flight Test Center at Edwards Air Force Base plans to award a sole source, indefinite delivery/indefinite quantity contract to The Boeing Company for engineering and flight simulator services over a five-year period. This award follows a previous sources sought process that identified Boeing as the only capable provider to meet the government’s specialized requirements. The contract focuses on supporting Network Centric Warfare interoperability testing by utilizing Boeing’s expertise with AWACS 3035 hardware in the loop and 4045 high fidelity simulators, which are critical for the 412th Test Wing and Combined Test Forces operations. Boeing’s unique qualifications include deep knowledge of AFFTC test ranges, integration of Live, Virtual, or Constructive aircraft into test environments, and proven experience with scheduling, coordination, and analyzing complex flight simulator data using established LINK 16 software tools. Boeing has demonstrated exceptional technical capabilities in simulation assets, network connectivity, and operations support, along with familiarity with the Data Acquisition and Transmission System at Edwards AFB. These strengths enable efficient test execution and accurate data reduction compatible with various Department of Defense formats. The solicitation is aligned under NAICS code 541330, with a small business size standard of $23 million. Responses with evidence of relevant experience, business size, commercial availability of services, and ability to meet the stated requirements were solicited, but if no other capable vendor responds by the specified deadline, the Air Force intends to proceed with sole source negotiations and contract award to Boeing. The contracting officials are Patrick L Terry and Contracting Officer Steve E Barry.

Boeing has specific knowledge in Integrating Live, Virtual, or Constructive (LVC) aircraft into the environment via a DIS interface or Joint Range Extension Application Protocol Version C (JREAP-C) Link 16 Interface according to MIL-STD-3011. Boeing is familiar with operation, resources, equipment, coordination, and scheduling of AFFTC assets, and has worked with Combined Test Forces (CTFs) in prior Flight Simulator Test evaluation programs to understand policy, procedure, coordination, scheduling and responsibilities. They have demonstrated capability and understanding of the operation, characteristics, limitations and capabilities of the assets, facilities, and Data Acquisition and Transmission System (DATS) at Edwards Air Force Base. Their experience in the scheduling and use of the facilities has shown that they posses established and accepted LINK 16 software programs and tools for quick and accurate reduction and analysis of large volumes of flight simulator test data from multiple sources.
