U.S. Special Operations Command intends to award a sole-source contract to Sikorsky Aircraft Corporation for engineering support services related to the MH-60M aircraft. The primary objective is to integrate the Dual Digital Aircraft Flight Control Computer into the Common Avionics Architecture System cockpit. Sikorsky will provide specialized airframe and general aircraft engineers with UH-60X expertise to develop essential data reports that the government cannot produce independently. Due to Sikorsky owning the proprietary technology, the government is pursuing this acquisition under FAR 6.302-1, limiting competition. The solicitation is estimated for release on October 25, 2006, under solicitation number H92241-07-T-0001. While the government intends to negotiate with a single source, other firms capable of providing equal deliverables were invited to identify themselves by the response deadline of October 24, 2006.

Full Description

U.S. Special Operations Command (USSOCOM) anticipates contracting with Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT 06614 for Engineering Support Services to be provided with other Government sources in developing information necessary to integrate the Dual Digital Aircraft Flight Control Computer (DDAFCC) into the Common Avionics Architecture System (CAAS) cockpit in the MH-60M aircraft fielded for USSOCOM. The proposed action is for airframe and general aircraft engineers from Sikorsky Aircraft Corporation to provide UH-60X aircraft knowledge to help develop required data reports. The Government does not have the UH-60X expertise currently to develop these data reports on our own. Full and open competition can not be permitted since Sikorsky owns the technology in question. The Government intends to solicit and negotiate with only one source under authority FAR 6.302-1. Firms that feel they can provide this deliverable or equal are encouraged to identify themselves. This notice of intent is not a request for competitive proposal, however, the Government will consider all proposals received by the specified due date (in accordance with FAR 5.203(a)). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The estimated release date of the solicitation is 25 October 2006. You may request a copy via e-mail to contact@example.gov. See Note 22.
