The USDA Center for Nutrition Policy and Promotion plans to award a sole source, 5-year indefinite delivery indefinite quantity (IDIQ) contract, not exceeding $600,000, to The American Dietetic Association (ADA) to develop and maintain an evidence-based electronic library for the 2010 Dietary Guidelines Advisory Committee. This library is intended to support the preparation of evidence-based dietary guidelines by providing a transparent and comprehensive system for evaluating scientific research related to nutrition, dietetics, and physical activity. The ADA is recognized as the preferred entity due to its technical expertise in designing evidence analysis systems and its ability to train and consult professionals in ranking and summarizing scientific research for national dietary guidelines. While this is not a formal request for proposals, other firms with comparable qualifications to ADA are invited to submit their credentials by September 7, 2005, demonstrating equivalent expertise. The contract will be administered by the USDA Food and Nutrition Service based in Alexandria, Virginia, with key points of contact including the Contracting Officer, Patricia M. Palmer, and Tina M. Nevitt. The project aims to establish a sustained resource enabling consistency and transparency in the formulation of future dietary guidelines based on rigorous scientific evaluation.

The USDA Center for Nutrition Policy and Promotion (the Center) intends to award a 5-year IDIQ contract on a sole source basis, not to exceed $600,000, to The American Dietetic Association (ADA) to procure special services needed to develop and maintain an evidence-based electronic library for use by the 2010 Dietary Guidelines Advisory Committee (DGAC). This is NOT a formal request for proposals. By creating an evidence-based library, the Center will enable future members of the DGAC to prepare evidence-based dietary guidelines using a thorough, comprehensive examination of the scientific literature through a transparent method of evaluating research and allowing other individuals to use the same process and come to the same conclusions. The government has determined that The American Dietetic Association and its technical staff is 1) the accepted source with technical expertise in the nutrition arena for designing an evidence analysis system, and 2) qualified to train and consult professionals on evidence-based methods to rank and summarize the best available scientific research on dietetics, nutrition and physical activity for national dietary guidelines. Firms/organizations meeting the same qualifications as ADA can contact the Agency no later than COB September 7, 2005 with information which demonstrates the equivalent expertise.

Archaeology Consulting Services
Solicitation # 26-122
The City of Delta is issuing solicitation 26-122 to establish a shortlist of qualified archaeology firms to provide professional consulting services on an as-and-when-requested basis. The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. Key deliverables involve field assessments, coordination with the Provincial Archaeology Branch and First Nations, and the provision of heritage management training for City staff. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Preference is given to consulting team members with five years of experience and lead archaeologists with ten years of experience. The resulting shortlist will remain valid until January 1, 2025, or for three years from the closing date. Once the list is established, the City will invite these qualified respondents to submit firm-priced tenders for specific projects. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026. The pricing structure for the qualification stage includes hourly rates for principal archaeologists, field directors, technicians, and support staff, as well as lump sum rates for permit applications.
