R -- Extension PICOSat On-Orbit Support

The Air Force Space and Missile Systems Center's Detachment 12 (SMC Det 12/STP), Space Test Program (STP), Kirtland AFB, Albuquerque NM plans to extend services awarded under the Foreign Comparative Test (FCT) Program in support of all Telemetry, Tracking, and Control (TT&C) for the STP PICOSat spacecraft operation and payload data retrieval for the period of 1 Sep 03 through 31 Dec 04. This includes distribution of the payload data to the Principle Investigator via e-mail and spacecraft and payload anomaly resolution. Operations are currently provided by Surrey Satellite Technologies, LTD. An Ombudsman has been appointed to hear the concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels during the proposal development phase of this acquisition. Potential offerors should communicate first with the Contracting Officer to request information, pose a question, and voice concerns before contacting the Ombudsman.
